Free Peer Review Sites
Not sure how appropriate this is so I'll just batter on and trust the site to delete if required. www.silverpen.org provides free access to peer reviews. It is registered as a charitable organisation, and though it would like donations, offers the service with or without. It is a young site and although the reviews are few, they are moderated to be valuable and constructive. Associated are online magazines.
