I pitched an idea for an article to an editor and he declined due to having comissioned a series of articles on the same subject. Would it be bad etiquette for me to pitch my idea (just a single article rather than a series) to another magazine, but one which covers the same hobby/interest and so would be a competitor?

You are a writer, you can offer your work to whoever you want.
The first editor didn't want it- and obviously the topic is good- so of course you offer it to the competitor.
