its a strange concept to me that someone can die (i presume?) then someone else can come along and write another book using their character.

I think Sebastian Faulks was a star for writing Birdsong but .... Bond??  What's all that about?

Well, he was approached to produce it to celebrate the centenery of Ian Fleming's birth. It is apparently a one-off, and the Fleming estate are happy with it.
