Published v unpublished entrants in competitions
As you may have seen from the website http://erewashwriterscompetition.weebly.com/
Erewash Writers' Group has organised a free entry comp with two categories of entry, ie younger entrants do not have to compete with adults yet the prizes are equal. Closes November 2012.
We are planning our open comp for next year with the possibility of two categories ie one for those who are published and one for those not published.

you'll see she is running a Random Word Writing Competition (with NEW WRITER* category!)

Obviously you need to define 'published' as you could have someone whose entered a flash fiction competition online and won it, but never had a full length story published anywhere.
Likewise you have the issue Claudia and another TB highlighted, a published non fiction writer not being allowed to enter a fiction competition because of being published as a non fiction writer.
